I'm pretty sure the forum penguin title is a package of its own that you can buy. As well as I don't think penguin comes with the title.
I believe that each tag would have to be added individually.. Which would take time away from working on other things for the server
I don't think its unfair to be honest, because its part of what the rank Penguin gets. Saying its unfair is like saying its unfair that Premium gets /vanish when Contributor doesn't.
So? Its part of what they pay for, by making it available to everyone is just taking away the ranks special-ness
