Added/Fixed Plot flag Bugs

    Ok so, I made a fair recently an I wanted to make it able to be able to place minecarts and I did ./plot flag set use 328. it didn't allow Wordguy to place a minecart. then I tried the Wooden button and it didn't work still. so I think ./ plot flag set USE is broken. I don't know why but It is. I hope you can fix it to where I don't need to place minecarts for them. this would be very helpful

    To place any block you have to use /plot flag set PLACE (number here) :p

    As, HestiaMinecraft said, you need to use PLACE flag in order to allow people to place items and blocks. Use is for buttons, doors and other redstone devices including minecarts.
