Added/Fixed /ignore for all

    This was originally a thought from Oregonsurfers but he said he doesn't know how to post. It's pretty self-explanatory, everyone get /ignore. Boom done

    This command reminds a lot of the chat off command which is currently broken due to the new Spigot updates. Although, I think it'd be possible to make a command that ignores everyone online at that very moment. When the new API comes, I think there's going to be a chat off command ones again, created by the magical penguin.

    Thats not the point.. Youre talking about ignoring everyone on the server.
    We were talking about how everyone on the server should be able to use ignore.
