Added/Fixed Dispensers Don't Work!

    My build and other builds like mine highly revolve around dispensers working. My firework shows which I take great pride in no longer work due to this bug.

    It isn't as simple as it seems. When power is sent to a dispenser the dispenser makes the sound when it has items in it, but the entity doesn't appear and the count inside the dispenser doesn't go down.

    With items, it makes the sound of when the dispenser is empty, doesn't shoot an item, and the count inside the dispenser doesn't go down.

    Please fix this as it is a valuable building asset!

    EDIT: Just noticed it also hinders the operation of some warps

    I believe this was on purpose due to people abusing dispensers to crash the server. Check in with @Quicksteve or @ItsAZZA though.

    Yes, this is the case. I have to take a look into it closer to prevent lag issues but allow these awesome creations.
